Developing human resources, cultivating labor-friendly work environments, improving labor-management harmony, and realizing decent work are important missions of the MOL. On the foundation of what has been achieved, we put forth a three-pronged policy—cooperation, safety, and development—to plan and execute concrete labor policies to improve the quality of life for the labor force, promote the sustainable development of labor productivity, and create a society of decent work for its citizens. MOL further proposes five med-term administrative goals, namely "establish an employment security network and help people find suitable work," "strengthen career planning and facilitate sustainable workforce development," "strengthen the protection of labor rights and realize decent work," "increase labor benefits and improve workers’ quality of life," and "create a safe and healthy work environment to maintain the physical and mental health of the labor force" to reach MOL's forward-thinking administrative vision. - Establish an employment security network and help people find suitable work:
Establishing a well-rounded employment insurance system, properly utilizing employment insurance resources, and ensuring the employment security of the labor force; using a national-level, integrated employment service website to provide information on employment services, vocational training, technology certification, and business start-up, aiding citizens in finding work suitable for them;utilizing employment tools to provide people with disabilities with business start-up consultation and employment services on an individual bases so that the less privileged can have stable work.
- Strengthen career planning and facilitate sustainable workforce development:
Strengthening the career development functions of public employment service institutions, enhancing the career consultation competencies of personnel, and providing people with lifelong career planning services; enhancing the training capabilities of training units, and establishing basic competency standards; improving skill test and proficiency certifications to increase workers' competitiveness in the workplace.
- Strengthen the protection of labor rights and realize decent work:
Reviewing labor union legislations to foster autonomous development of labor unions; improving the environment for labor-management negotiations based on good faith and improve labor-management relationships; reviewing labor contract legislature to protect the rights of a diverse workforce; enhancing labor dispute settlement mechanisms and improving the efficiency of dispute handling between labor and management; instituting labor education to respect the dignity of labor; reviewing the compensation system to improve special protection and compensation of occupational accidents; legislating reduced and flexible work hours; improving legislation on equal employment opportunity to ensure people’s right for equal right to work; actively pursuing dedicated legislation on the insurance of occupational hazards and injuries to provide protection against such events; and establishing a sound legal system to protect the labor force against occupational hazards and injuries and labor’s rights to such protection.
- Increase labor benefits and improve the quality of life for the labor force:
Establishing a sound labor annuity system to provide workers with long-term financial security; assisting business entities to provide employee benefits and on-site child care, to balance work and life, and to improve the welfare of workers; strengthening the pension system and encouraging workers to participate in pension investments.
- Create a safe and healthy work environment to maintain the physical and mental health of workers:
Using multiple hazard-prevention tools to strengthen the effectiveness of occupational hazard prevention and improving the effectiveness of labor inspections; strengthening management mechanisms for chemical substance classification and establishing a system for the prevention of occupational hazards and for the service of workers’ health; creating a safety mechanism for the management of occupational sources to strengthen safety facility of industries; improving the hazard reduction performance of the construction industry; establishing mechanisms for managing hazardous machinery and equipment inspections.
