Ministry of Labor activation of spring safety labor inspections

A worker perished when engaging in signboard lighting maintenance in Taichung City on 1/4, on the same day, a worker was buried alive, and perished, in an accident resulting from the collapse of a foundation at the Sun Moon Lake Villa in Nantou. On the following day, 2 workers were injured in a gas explosion accident resulting from a leak of hydrogen at the CPC Kaohsiung Plant. Director-general Lu has called for advancing the safety consciousness of work sites and implementing proper work safety management when enterprises and businesses are busy with scheduling maintenance or cleaning duties prior to Chinese Lunar New Year in response to the recent accidents. In addition, the Ministry of Labor will assign staff to promote projects for spring safety labor inspections, 1/7-2/5, to encourage employers and business owners to stress work safety and aid them in enacting the autonomous management to prevent more disasters in high-risk businesses.

The Ministry of Labor indicated that in response to welcoming the Lunar New Year some high-risk businesses or industries may fail to notice safety management due to the busy nature of their schedule or operations, which are different from common tasks, such as annual repairs or facility alterations. To prevent explosions, leakages, falling, and collapse disasters in engineering processes or high-risk locations, and to focus on dynamic maintenance, washing, and slinging operations prior to the Lunar New Year, the labor inspection agency is strengthening inspections and work place safety promotions. These promotions will focus areas such as operational locations relating to public safety, or operational safety at construction engineering sites, petrochemical, and chemical plants during annual repairs, gas installation plants, plants for manufacturing, treatment and use of hazardous substances, and building washing, slinging, and maintenance of signboards. In addition, the following notices should be kept in mind: 

1. Be sure to inspect safety facilities and protection equipment, comply with the safety operation procedures, and assign specific employees to supervise safety management during the extra work hours prior to the Lunar New Year.

2. Pay attention to fire sources and fire operation control to prevent explosion disasters from occurring in plants dealing with gas installations, and petrochemical businesses handling hazardous chemicals.

3. Pay attention to disaster prevention measures for falling, collapses, and electro-sensitive disasters for construction engineering. Most deaths result from dropping or falling objects, therefore, note complete protection measures and provide support in the open areas of high places, and urge laborers to wear helmets and safety belts. 

4. Contracted annual repairs should have enhanced safety measures posted at the entry and exit of the work place and strict operational controls for the contractors, their staff, and their machines.

5. Pay attention to the possible hazards resulting from dropping, confined spaces, leakage intoxication, dropping objects, and electro-sensitive disasters while engaging in maintenance, slinging, and building wash operations and take prevention measures. 

According to the initial statistics by the Ministry of Labor, the number of serious job disasters in 2007 was 293 persons; even though this number indicates a decline in occupational disasters, Director-general Lu continues to stress labor safety and anticipates that the implementation of work safety measures will insure each laborer comes home for family gatherings during the Chinese Lunar New Year.
