| According to the Survey Report on Labor Living and Employment by the Council of Labor Affairs, Executive Yuan, 67.5% of youths encountered difficulties in their first application for a job, and 47.2% replied that “they don’t know what job is suitable for them”. As youths are the fresh activists in national economic development, their existing difficulties in the shift from school to work, will cause them to change jobs more frequently than did the labor of other ages. This will influence, in the long run, not only the future development of youth, but also the national atmosphere of competitiveness. In his speech on the 58th anniversary of curfew, May 18, 2007, President Chen noted as well that human resources must be activated, and that government should encourage the best enterprises with subsidies to offer practical opportunities to college undergraduates to clear the way for youth to obtain work. To enhance the college undergraduates’ awareness of the vocational environment, and reduce the gap between school and work for youth, the Council of Labor Affairs has been working hard together with the Minister to incorporate the resources of the related departments and councils. It has expanded the “Starlight Assistance” Program for Youth’s Heart Experience of Jobs, including the Program for Youth’s Experience of Jobs implemented by the Minister. The Program of Job Courses for Junior College Students and the Training in Cooperation with Enterprises by the Council of Labor Affairs, those newly graduated college students and graduated youth with an age less than 29, will be offered a job experience of at least 6 months. The program will run from June 1, 2007 to December 31, 2008, and has a budget estimated at NT$ 258 million. 1,424 enterprises will cooperate to provide 15,000 youths with job experience opportunities. All youths are welcome to join in the program to lay a more solid base for their future employment. Here are some introductions to the programs and how to join them: 1. The Program for Youth’s Job Experience, implemented by the Minister, is intended for the youth who had graduated from senior high school and vocational school or above, ages 18 to 29, who will be offered a three-month training opportunity by enterprise; the government will provide subsidies for practical training and labor insurance fees to assist them to shift from school to work. On one hand, the enterprises are encouraged to train and store the talents for the enterprises’ benefit; on the other hand, the youth are provided with an opportunity of learning by doing, to enhance their work experience and skills in order to obtain a job. The enterprises shall present detailed programs of practical training while the youth may select a practical opportunity, and submit a resume to be matched on the internet. The Program of Job Courses for Junior College Students implemented by the Council of Labor Affairs is intended to guide the junior college students to practice in enterprises with the cooperation system between production and education to improve their vocational capability for an easier transition to work after graduation. The regular students in junior colleges, under subsidies, may participate in the Program through the course selecting system or student selecting system in the college.
