The Council founded the telephone service center in 2002 and provided 50 opportunities of for telephone consulting and overdue charge tracking for the mentally and physically disabled, in order to encourage their employments. The act has promoted the service image and administrative efficiency of the Council, as well as improved self-esteem and income stability of those disabled. 

In order to provide more opportunities for the disabled, the Council held a visit to the telephone service center in October of 2006 to promulgate employment of the disabled as telephone consultants in governments and enterprises, and to encourage similar actions by local governments. For example, Changhwa County Government has introduced 2 visually handicapped staff to the general employment market. The telephone service centers of Tainan City Government and Pingtung County Government have employed 4 visually disabled as service staff. Governments of Kaohsiung City, Miaoli County, Nantou County, Tainan County, and Kinmen County will hire 6 visually disabled staff in single locations after Year 2007, totaling 10 visually handicapped workers employed by 7 county governments as telephone consultants. In addition, Ministry of Interiors will provide telephone service positions for 25 mentally or physically disabled laborers. 

Observing that phone service use is soaring with prosperous development in consuming products, credit cards, banking, and telecommunication businesses, the Council is devoted to promoting the employment model in other ministries and private sectors. It enacted the Working Plan to Assist Institutes in Employing Mentally or Physically Disabled, which was put into force on Dec. 13th, 2006. It expects to explore the demands of industries through visits or symposiums to provide telephone-related employee training, professional consulting, and assistance. It expects to deploy services on position redesign and primary-stage employment subsidies in order to help public and private establishments employ the mentally or physically disabled. Consequently, they expect to remove employment doubts and barriers, and encourage those units to take real actions for telephone service employment opportunities for the handicapped.
