    Due to the growing demand for licenses in various occupations in recent years, the number of people enrolling for technician skills tests has continued to increase, amounting to about 750 thousand person-times each year. In addition, more and more licenses are issued after test result evaluation conducted immediately after the test. Over the past two years, the CLA has worked with ministries to develop skills tests for occupations that were growing in popularity, such as tea production, pet grooming, photovoltaic technology, etc. These occupations, with their market demands as well as belonging to star industries, have immense potentials for future development. More test takers are expected in the future.

    Tea is an indispensable drink in the daily life of Taiwanese people, while tea growing is also a highly valued agricultural industry. Geologically, Taiwan is suitable for tea growing and the history of tea production in Taiwan dates back a long time. The domestic tea consumption is measured to be over forty thousand tons each year, with the annual average tea consumption per capita exceeding 1.7KG. There are more than two hundred thousand people working in the industry. The CLA has worked with the Agriculture and Food Agency of the Council of Agriculture (COA) to design tests to certify the skills and capacity needed in tea production management to improve the quality and techniques and boost the competitiveness of the tea industry.

    Declining birthrates in the country have led to a huge increase in pet-keeping and the pet trade is booming. According to statistics from the COA, there were about 1.24 million pet dogs and around 300,000 pet cats in Taiwan in 2011. Such large numbers of pets have resulted in impressive growth in related businesses, including pet grooming, breeding, and pet supplies. Therefore, improvement of the quality of personnel in these fields will provide better protection of the interests of consumers.

    Meanwhile, environmental protection has become a global movement in recent year. As a consequence of the national policies of the US, Japan, and certain European countries, the photovoltaic industry has enjoyed rapid growth in the global market. In Taiwan, it is regarded one of the six major emerging industries. Therefore, the CLA will work with the Bureau of Energy of the Ministry of Economic Affairs to establish measures and criteria to certify the qualifications of people with the aspiration to join this industry. As for other skills with characteristics and specific requirements, the corresponding tests have been designed.

     The time it normally takes for the CLA to work with related ministries to develop skills tests, mandatory of qualifying for jobs in the various industries, has been reduced from 3 years in the past to 1 to 1.5 years.
