The Council will initiate the Multi-Employment Promotion Program to assist domestic care service industries.

The Council has organized the corresponding mechanism for applying the Multi-Employment Promotion Program to assist domestic care service industries,as well as continuously working for research and enactment of foreign employee policies, in order to realize the consensus about ‘Gradually Decreasing Foreign Care Workers’ numbers developed in the Conference on Sustaining Taiwan''s Economic Development. The mechanism will be tested in 2007 and is expected to assist domestic household care services in active measures through public-private cooperation, and to achieve the policy of annually declining foreign care worker numbers. 

When the Ministry of Interiors enacted The Subsidy Plan of Household Services for Disabled Senior Citizens and the Mentally or Physically Disabled, the Council avoided overlapping governmental supports. It plannedfor the Multi-Employment Promotion Program to subsidize individual sales staff (with monthly salary NT 17.6 thousand dollars) and project managers (with monthly salary from NT 29.7 thousand dollars to 34 thousand dollars based on education level). It encouraged private groups to promote self-paying service amounts and care service developments with governmental subsidies. The cooperative objects primarily include 128 home service establishments contracting with local governments in 200,6 or private groups with quality operation capacities and experiences. This cooperation is expected to provide the quota of 1,000 as a subsidy. The receiving process for private groups’ applications has been initiated in December of 2006, the review results will be announced at the end of January of 2007, and personnel introduction is expected for completion in March of 2006. 

The Program stays in the testing stage, evaluated by a review index and performance controls designed by the Council, and will be completed for implementation performance reviewevery 3 months and for general performance review after 1 year, as the base for future planning and promotion.
