The Council continues enforcement improvement measures on missing foreign labor in 2007

Associated with Year 2007 Executive Yuan’s security enhancement report to realize the improvement solution for missing foreign laborers, the Council has enacted the program of Solution to Missing Foreign Labor Issue and Agent’s Exploitation to enhance prevention and investigation of missing laborers and management of foreign labor agents, including applying concrete measures and cooperation with National Immigration Agency, National Police Agency, local governments, and diplomatic institutes of the countries foreign laborers belong to, with expectation of achieving the following goals within 2007: 

1. lowering the foreign labor missing rate from an average of 3.75% of the last 3 years to less than 3.5%.
2. increasing the number of seized missing foreign laborers from 9,500 people in 2006 to over 10 thousand people. 
3. seizing illegal agents over 40 in number.

To achieve the above goals, the Council invited the National Immigration Agency, National Police Agency, local governments, and diplomatic institutes of the countries foreign laborers belong to for a resolution discussion in late March of 2007, and the following major steps have been applied in an active manner since late April of 2007:
(1) the Council requested local governments to realize harsh punishments for illegal employment and illegal agents:
Illegal employment and illegal agent might face fines respectively NT 750 and NT 500 thousand dollars. Missing foreign laborers once seized shall be repatriated according to the Employment Service Act, with a fine from NT 30 to NT150 dollars. 
(2)The Council planned to re-increase the encouragement reward for reporting illegal employers and agents, up to NT 100 thousand dollars per case at maximum, which has been raised from NT 5 thousand dollars per case in 2006. Encouraging people to report to special execution squads of the National Immigration Agency, police stations, and labor management institutes, or by contacting the toll free number 0800-000978 of the Council, was re-emphasized. To impede illegal employment and agents, the Council is planning to raise the reporting award and will put it into enforcement once approved by the Executive Yuan. 
(3)The Council will favorably promulgate the punishments of illegal employment and agents through mass media, encouraging people’s reporting, and a call for confession of missing labors, or discussions with diplomatic institutes of countries the foreign laborers belong to for persuading missing laborers to confess and in assisting the repatriation process. 
(4)The Council has coordinated with special execution squads of the National Immigration Agency to plan for the cooperative seizing program 
(5)The Council subsidized the National Immigration Agency to overall replace the foreigners’ Alien Resident Certificate in order to stop illegal staying by using forged Alien Resident Certificates. 
(6)The Council is planning a checking plan for foreign worker agents and will determine the checking intensification rate based on evaluation classifications of agents, while simultaneously enhancing checking and realizing punishments, and shall enact the charging standard for foreign workers in Taiwan to prevent their exploitation 

The Council reiterated that foreign laborers shall legally work in Taiwan and be accessible to petition for irrational treatment by employer or agent through legitimate measures (the Council and local governments), but not to escape without registration. Missing foreign laborers shall confess to special execution squads (police stations included) or ask for assistance through the toll-free line of the Council (English:0800-885-885, Thailand:0800-885995, Indonesian: 0800-885-958, Vitamins: 0800-017-858) in order to avoid accidents and dangers occurring in illegal jobs and waiving the rights of legal protection.
