　To enhance skills of laborers in Taiwan and promote further social and economic development, "Regulations for Skills Certification and Licensing" was promulgated in September 1972. "Regulations of Freezing and Air Conditioning Repair Skills Certification" was also developed in July 1973 which has been the first such regulation for skills certification. The first skills certification has been implemented over forty years since 1974, there are obvious achievement and contribution to the society. In the future, the MOL will continue to make efforts to establish skills certification systems and adjust the approaches to the changes in the environment in order to increase the effectiveness of the certification.
