The History of Enacting and Adjusting the Minimum Wage Policy

Our government ratified the “Convention concerning the Creation of Minimum Wage-Fixing Machinery” issued by the International Labour Organization in 1930.
- The National Government enacted the “Minimum Wage Act” on December 23, 1936, which prescribed that adult wages must maintain the standard of living necessary for oneself and two other family members who were incapable of self-support. However, it could not be implemented because of the break out of the “War of Resistance and Counterinsurgency”. After the National Government retreated to Taiwan, the Act was still not implemented because the wage standard set was too high for industries that were in their startup stages. This act was abolished by Presidential Decree on December 3, 1986.
- At the KMT convention held in November 1955, the President instructed that the government must raise the wages of those whose income was less than 300 dollars per month.
- Minimum wage was initially set at 300 dollars per month (in New Taiwan Dollars, similarly hereinafter) in early 1956.
- Minimum wage was adjusted to 450 dollars per month in 1964.
- The “Provisional Measures on the Minimum Wage” was enacted on March 16, 1968, in which the minimum wage was adjusted to 600 dollars per month, or 20 dollars per day.
- An amended measure was promulgated on November 29, 1978; it took effect on December 1, adjusting the minimum wage to 2,400 dollars per month, or 80 dollars per day.
- An amended measure was promulgated on April 29, 1980; it took effect on May 1, adjusting the minimum wage to 3,300 dollars per month, or 110 dollars per day.
- An amended measure was promulgated on April 29, 1983; it took effect on May 1, adjusting the minimum wage to 5,700 dollars per month, or 190 dollars per day.
