In addition he indicates that because of the hardship industries mostly are small and mid-size traditional industries, about 15000 ones. Partial employer would not like to invest in perfecting the safety and health facilities in order to reduce the costs, accordingly that causes bad working environment, even impact the human rights and image, as well as the death or injury rate tops the relevant field. All make the employees would not like to work there, even the excellent talents, accordingly the employer shall fail to improve the production technology and quality for higher profits. 1. To establish safety partnership with the relevant associations by the Ministry of Labor, so as to provide safety technology, criterion, and instruction service and assist some factories to improve the safety and health environment of the working place.

Lastly he calls on the employers of the traditional industries shall think much of the labor’s working environment, improve the safety and health system so as to improve the productivity and create double win of employers and employees.
