The Council of Labor Affairs provides explanations on the operation system of the「Diverse Employment Promotion Program」

The Council of Labor Affairs have given explanations in the recent press release for the scandal reported on the Apple Daily on the 8th of January, in which the employees of the Voluntary Service Organization at Hualien County, which conducted the ‘Diverse Employment Promotion Program’ for the Council of Labor Affairs, were accused of embezzlement. The Council also stresses that the aim of introducing ‘Diverse Employment Promotion Program’ is to extend a system of job seeker’s initiative and help the unemployed to re-build their confidence to find employment and relieve their daily stress by encouraging them to participate in constructive activities run by local organizations. To ensure the ability to carry out plans proposed by local organizations, the Council have gathered professionals from divisions in central government, local governments, local organizations and scholars to form a Council of Inspection. The Council of Inspection will provide assistance and aid, based on their joint discussions and decisions. The procedures of the Council of Inspection are open and fair. 

Furthermore, the Council of Labor Affairs also emphasizes that aiding local organizations is not just to resolve the temporary unemployment problem; the main goal is to help the unemployed to gain more skills and re-build their confidence through the enthusiastic support of the society from the local organization. Meanwhile, work, which has been carried out by this operation, can also benefit culture preservation, craft promotion, caretaking services, environmental protection and so on. The general living environment and condition can also be improved and therefore contribute to the development of local industries, opening up more employment opportunities. While budgeting funding, an extra 10% of the actual cost needed for employment is also added to conduct vocational training. This allows the local organizations to effectively assist employees to learn about culture preservation, craft promotion, caretaking services and environmental protection as another new skill during their work. It is also possible to even assist employees to gain certificates of computer training, domestic service training, long-term caretaking training, languages of the indigenous training or 3rd degree catering training to improve their ability and opportunities in finding employment. 
As for the problems of inspection, management and assessment raised by the incident which occurred at the Voluntary Service Organization at Hualien County, the Council of Labor Affairs will also undertake further examination into the administrative system of the ‘Diverse Employment Promotion Program’.
