To secure the interests of both the employers and foreign laborers, to lessen the foreign laborers’ burden of working in Taiwan, comply with stressing human rights and social public benefits, in addition, the Council of Labor Affairs plans to simplify the related flow process of direct employment of foreign laborers. The Council of Labor Affairs has indicated that the Associated Services Center of Direct Employment will offer 3-savings, time saving, money saving, and energy saving through their direct and rapid service manner. There are diverse services available;

1. Time-saving: the relevant procedures of visa applications can be processed in advance, via the windows at the centers. Foreign laborers can obtain a visa from an overseas office rather than returning to their motherland and re-immigration can be done in 1 day, which can lessen the window periods of nursing.
2. Money-saving: matters concerning labor insurance, health insurance, resident certificates, and physical examination will be handled by the Associated Services Center of Direct Employment and will contact the employers, via mobile messages or Internet. These swift services are available to employers and foreign laborers. The fees and expenses paid to foreign and domestic agencies will be decreased, as there will be no agency intervention.
3. Energy-saving: the specific service window enables employers to mail the application papers instead of delivering in person. 

In addition, the Council of Labor Affairs has revised the criteria for foreign laborers occupational transfer in jobs, or employers, in order to secure the occupational interests of the foreign laborers, to lower the rate of the transfer disability, and to shorten the time spent by the employer to transfer or administrate change operations. Accordingly, with an agreement between the original employer, the foreign laborer, and the qualified new employer, the transfer application can be submitted to the Council of Labor Affairs directly, which can shorten the procedures for employment transfer. Moreover, in order to increase the opportunity for foreign laborers to transfer and to secure the occupational chance of foreign labors in Taiwan, the following three matters will be granted: the employer can recruit a foreign nurse, with a diagnosis certificate issued by qualified hospitals, the foreign labors are able to transfer to a new qualified employer in another industry and the expiration of occupational transfer will be extended to 60 days. In addition, to shorten the administrative operations and allow sufficient time for disclosure of employer transfer information, an employment transfer database will be instituted. The selection and match for employer transfer or applicable employment can be processed via this database information system.
