Survey for the Public’s Evaluation for the Government Policy on Employment

In order to comply with the government’s administrative reform policy of combining vocational training centers and employment service centers, the Council of Labor Affairs have carried out a survey for the government’s policy on employment specifically asking members on the Virtual Employment Service Center website from the 17th of December 2005 to the 22nd of December 2005. (1068 valid surveys have been collected) The survey has shown that when it comes to the information line provided by the employment centers, diverse information planning and integrated employment service public satisfaction was over 90%. As for the New Labor Pension Act and the policy on vocational training, the ratings have reached 83% and 88% respectively. This shows that the public are generally satisfied with the government’s employment policy. 

Moreover, when being asked about the most needed government policies regarding employment services, 30% of people feel that employment introduction services come first. The next is vocational training, which polled 20%. Employment enquiry services, improving labor rights and providing allowance and help for starting businesses each polled around 10%. The need for job seeker’s allowance came as the lowest. This demonstrates that public demand for the government’s assistance in employment introduction service and vocational training is high. In the future, the government will also focus on the spirit of ‘teaching one to fish instead of giving one a fish’ when it comes to the employment service policy and extend the diverse planning of employment introduction service and vocational training in order to help the public find suitable employment. 

The Council of Labor Affairs states that analyzing the survey and the public’s views have helped greatly in understanding the public’s thoughts on the government’s employment policy. The result will be an important guideline for future policy planning. 

Furthermore, to comply with the government’s administrative reform, the Council of Labor Affairs have started to integrate relevant employment services since 2005. At the first stage, since 2005 the Council have become responsible for integrating a job hunting website for graduates run by the National Youth Commission. As for the second stage, in 2006 the Council will accomplish the first step to provide a general e-government platform of combined employment services provided by different institutions. In the future, the government will also play a more active role in employment policies and initiatives. 

To extend employment services for college graduates and the alumni services at colleges and universities, the Council of Labor Affairs have created a network between the Virtual Employment Service Center and these educational institutions to provide employment services. The Council will also provide funding for educational institutions, which are willing to extend their employment services for graduates, to host employment exhibitions and conferences to bring an even more complete employment service to the public.
