‘Unemployment Rate Under 4%’ has been achieved. The rate is also the lowest for the past five years.

The Directorate General of Budget, Accounting and Statistics of Executive Yuan has published the latest unemployment rate which is 3.94% in November, 2005. This has been the lowest for the past five years and achieved the Executive Yuan’s target of keeping it under 4%. On the 17th of January Premier Hsieh visited the Northern Vocational Training Center and the Employment Service Center of Taipei, Keelung, Yilan, Hualien, Kinmen and Matsu to encourage and praise the front line fellow workers.
Ever since Premier Hsieh took up his position at the Executive Yuan in February 2005, lowering the unemployment rate has been one of his most important tasks. The Unemployment rate has gone down to less than 4% in November, 2005 with the joint effort of the public and the government. Exceptionally this has been the lowest rate, which is 3.97%, for the past five years. It is without a doubt one of the most important achievements of Premier Hsieh’s administration. In order to pay gratitude to all the workers at the employment training services, on the 17th of January Premier Hsieh visited the Northern Vocational Training Center and the Employment Service Centers in Taipei, Keelung, Yilan, Hualien, Kinmen and Matsu to encourage and praise all fellow workers.
In order to resolve the problems of unemployment in our country and lower the unemployment rate to less than 4%, Premier Hsieh started several initiatives since taking up his position. The tasks are as the following:
1. Set out the plan of ‘Measures for Encouraging Employment in 2005’
In 2005 the Executive Yuan set out the initiative of ‘Measures for Encouraging Employment in 2005’. Every department was assigned to suggest measures, which came to a total of 51. The target they set for the number of people to be employed was 82,610. The Council of Labor Affairs were responsible for four of these measures, which were ‘Increase Success in Integrated Employment’, ‘Post-Training Employment Initiative’, ‘Employment Sponsorship’ and ‘Six Star Plan in Diverse Employment’, with the target of achieving 40,000 people to be employed. The result accomplished reached a number of 45,158 people, which was a success rate of 113%. Most of the departments have also reached their targets.
2. Improve the quality of employment services and enhance the result of employment
In order to lower the unemployment rate and assist job seekers, the Council of Labor Affairs have continued to improve the efficiency and quality of public employment service organisations as well as set up several virtual employment services. The services include the website of ‘Virtual Employment Service Center’ (www.ejob.gov.tw) and the employment service line, 0800777888 to create a 24/7 ‘Electronic Employment Customer Service’. Moreover, 40 easy to operate touch screen job searching computer systems have been placed nationwide including in rural areas to provide convenience and accessibility to the employment services.
Furthermore, the employment resources from the National Youth Commission, Central Personnel Administration, Veterans Affairs Commission and Ministry of Civil Service have been integrated to create an ‘e-Government Common Platform’. The Executive Yuan have also collaborated with colleges and universities to found ‘Campus Joint Network’ to promote employment services for graduates.
The statistics compiled show that 580,096 people signed up for an employment search (an increase rate of 5.91% and number of 32,351 people compared with the number in 2004), 263,479 successfully found employment through assistance (an increase rate of 15.36% and number of 35,084 people compared with the number in 2004) and the overall employment rate reached 45.42% which has been an increase of 3.72% since 2004.
