Director-general Lu Cares about the Weaker Groups and Promotion of Natural Conservation......

The Council of Labor Affairs, Executive Yuan has been implementing the diversified employment development scheme since 2001 to create local job opportunities in cooperation with the private sector, and to improve the ability of laid-off employees to obtain a new job, and relieve the crisis and tension caused by unemployment. More than 70,000 job opportunities have been created by cooperation between the authority and private groups since the implementation of the diversified employment scheme nearly 6 years ago, bringing about a rich local cultural industry. On August 16 (Thursday), Director-general Lu Tien-lin led the chiefs of the related departments to visit the juridical associations of Parents Association for the Eyesight Disabled and the Taipei City Association of Wild Birds for a diversified employment scheme in Taipei City to discuss with the NPO groups a better understanding of the implementation of the diversified employment scheme and provide more encouragement and care to the units and employees in the diversified employment scheme. At noon, a nice lunch was served by the women, victims of domestic violence, at the Sunlight Kitchen in another unit. Implementing a diversified employment scheme, the Community Resources Communication Association, Republic of China Director-general Lu had a talk with nearly 40 leaders of NPO groups in Taipei County and Taipei City.

The Parents Association of the Eyesight Disabled has applied for a subsidy for diversified employment. Since 2003, a yearly average of 20 eyesight disabled have been recruited, and a total of 84 who were laid-off were recruited successfully over 5 years, and 21 of them became regular employees. The Parents Association of the Eyesight Disabled has been devoted to improving the quality and quantity of the teaching materials of Braille characters and teaching instruments of touch to expand the “knowledge” field for the eyesight disabled to create a better base for future employment. In addition, the specialty of the disabled in music was developed to obtain a better opportunity in future employment. Training for vocational piano tuning continued to be an advantage in employment competition. The eyesight disabled learned tuning techniques and this created a new employment area. The Parents Association of the Eyesight Disabled was awarded the Top Unit of Diversified Employment in 2005 and 2006 for providing plans for job opportunities to the eyesight disabled who had difficulties in finding a job and the weaker women with a gift for art. In his visit, Director-general Lu experienced piano tuning and the making and teaching of instruments of touch. He understood the difficulty and specialty of the job, and offered support and encouragement to the efforts of the Parents Association of the Eyesight Disabled and its staff.

The Taipei City Association of Wild Birds incorporated the local tourist resources with the natural ecology and education resources in Kuantu Natural Park to apply for a diversified employment scheme. In the first year, 16 workers were recruited. Most of them were older, underprivileged women. Six will be accepted after the program; the Association has trained nearly one thousand volunteers to protect the natural park. The Association trained the workers in ecology at the natural environment of the Kuantu Park to provide a new development trend and to inform them about the tourist industry. This could not only improve the specialty of the trainees, but also provide new job opportunities and job fields in the future development of tourism.

The Director-general of the Council of Labor Affairs Lu Tien-lin noted that “the Council has been working hard to develop a scheme that can promote vocational ability and promote employment, and the policy that can incorporate personal employment with industry development, community culture and public interest.
