MOL Publishes an Inventory of Phase III Substances Pursuant to Regulation of Labelling and Hazard Communication of Dangerous and Harmful Materials and the Implementation Date.

To ensure implementation of GHS, MOL issued Regulation of Labelling and Hazard Communication of Dangerous and Harmful Materials on October 19, 2007. This regulation also protect labors’right to know. By the classification, labeling and SDSs of hazardous substances, labors are familiar with safety and health information of manufacture, handling and use. Phase in hazardous substances, covering 2,151 substances were designated and announced separately on December 31, 2008 and January 7, 2011.
To achieve international standards, MOL has designated 1,020 Phase III hazardous substances in accordance with National Standards CNS 15030 Classification and Labelling of Chemicals. The effective date shall be January 1, 2014. Business entities may adopt old and new labelling and communication measures in parallel by December 31, 2014.
As for additional chemicals that possess physical hazards or health hazards as specified in National Standards CNS 15030 Classification and Labelling of Chemicals, the effective date is January 1, 2016. Full implementation of GHS is January 1, 2016. Old and new labelling and communication measures may be adopted in parallel by December 31, 2016.
