Through intense inspections and punishments, the CLA urges those enterprieses with high occupational accident rates or high risks to actively improve their workplace safety .

    The CLA has carried out the “Enhanced Enforcement Program(EEP)” for construction workplaces and factories with high frequency of catastrophes and fatal occupational accidents or constant neglect of labor safety and health. In 2012, the CLA enforced 407 inspections, 35 ceasing of work and NT$5.89 million fine for 13 construction workplaces and 10 factories under surveillance. The death number of the occupational accidents from these venues in total was 1 and this number decreased significantly, compared to the number in 2011, 3 deaths.

    The CLA’s statistics shows that the probability of recurrence of catastrophes and fatal occupational accidents is high in construction workplaces and factories having occured catastrophes and fatal occupational accidents before, or with repeatedly violation against labor safety and health regulations. According to the EEP, CLA categories construction workplaces and factories into three different surveillance levels, based on the number of catastrophes and fatal occupational accidents and the number of violations against labor safety and health regulations. Level 1: factories with two or more catastrophes and fatal occupational accidents within one year, or construction workplaces with four or more catastrophes and fatal occupational accidents within three years. Level 2: factories with two catastrophes and fatal occupational accidents within two years, or construction workplaces with three catastrophes and fatal occupational accidents within three years. In 2012, level 1 had 3 cases, level 2 had 4 cases, and level 3 had 16 cases.

    For examples,three enterprises were placed under surveillance level 1 in 2012. First of all, two workers were killed in a steel-rolling mill in southern Taiwan when the rolled steel hanger collapsed and crashed on them. Secondly ,two workers died in a cement factory in southern Taiwan when a cement tank collapsed and the cement spilled out caused the steel plates on the walkway to fall on them. Thirdly, two workers were killed and three were injured when a rebar structure of an abutment of the Wu-Yang Widening Project collapsed and the mobile crane on top of the abutment fell down. All these accidents occurred because they violate the regulations on safety installations and safety management regulations. The labor inspection agency enforce twice a week on construction workplaces and once a week on factories when they are under surveillance level 1. In addition, the head of the labor inspection agency leads a team to enforce a comprehensive inspection on a regular basis. If factories commit to making improvements, the labor inspection agency provides necessary assistance. After improvements are made, they are either adjusted to a lower surveillance level or removed from the list. In 2013, CLA continue supervising construction workplaces and factories with high occupational accident rates or high risks at different surveillance levels, urging them to improve their work safety facilities, and perfecting their safety and health management mechanisms to prevent occupational accidents.
