| In order to upgrade the quality of employment service professionals and quality services in the employment market, the Council initiates the skill contest for Class B Certified Technician of Employment Service Subjects from 2007, and lists the test of this year as the first-stage process. The receiving of group registrations spans between Jan. 9th and Jan. 12th for the writing, and subject tests on April 22nd, and the test brochure can be purchased in 7-11s all over Taiwan from Jan 2nd to Jan. 19th, 2007. All who are qualified by Article 7 of the Regulation for Technician Certification and Licensing, are strongly encouraged to participat. The Council states that the Employment Service Act was enacted on May 8th, 1992 to allow establishment of private employment services in order to promote national employment and social and economic development. Qualification and the number of professional service staff in those service institutes are stipulated in Article 36 of the Act that designates the above-said qualification, and the numbers to be described in Article 5 and Article 6 of Regulations for Permission and Supervision of Private Employment Services Institutions. With economic development and the introduction of foreign laborers, the employment services appear prosperous, and private service establishments (employment agencies) numbers are increasing over time.. When some illegal actions, such as industrial mal-competitions, untrue advertisements, or extra requests for service fees, increase in number, the Council revises rules and enhances management with active measures. It holds lectures and contests for service professionals associated with employment diversifications in order to promote the professional knowledge and ethics of service staff in private establishments. The above-mentioned contest, originally under the supervision of the Bureau of Employment and Vocational Training, is merged with the mechanism of the certified technician skill contest under supervision of the Central Region Office, in order to save administrative costs and to be held in a regular place. Those passing the test will be issued the license of Class B Certified Technician in accordance with the Regulation for Technician Certification and Licensing. They will be issued with the certificate of professional service personnel by the Bureau according to Article 5 of Regulations for Permission and Supervision of Private Employment Services Institution. This will be the base necessary to be involved in employment services.
