The results of overall inspection for MRT Sinjhuang Line

There have been 3 significant occupational disasters occurring in Taipei MRT Sinjhuang Line construction, with 3 deaths (2 caused within a half year) since work commenced in 2003, and Taipei MRT Sinjhuang Line appears in need of inspections and improvements to prevent any other disasters, as compared with the Luzhou Line (2 deaths) , NeiHu Line (1 death), and HsingYi Line (no death). Director Lin, JenJi of Department of Labor Inspection, co-hosted the inspections of labor safety and health with Commissioner Chang, ChiTe of Department of Rapid Transit System of Taipei City Government, Director Hsei, YenWen of North Labor Inspection Institute, Ministry of Labor, and Director Tsai, TengPen of Labor Standards Inspection Office Taipei City Government to lead 40 inspectors and construction supervising colleagues of Department of Rapid Transit System for all 8 civil work bid sections and 1 electromechanical bid section of the Line yesterday (Oct. 18th, 2006).
The result of the one-day inspection is that 6 open working areas in 2 bid sections are not set with any anti-falling facilities, such as protection rail or cover, which may result in immediate dangers, and the North Labor Inspection Institute requires contractors to partially terminate work and punishment fines of NT 90 thousand dollars. Contractors have finished improvements and apply for 復工 today (Oct. 19th, 2006). In addition, 69 items without immediate dangers, and 2 workers not insured by labor insurances, contractors are respectively notified for improvements within a fixed period, and transferred to Bureau of Labor Insurance.
The significant drawbacks found in the inspection appears not serious, considering the construction scale of the Line, and reveals the clear inspection system and practice effects of Department of Rapid Transit System. Observing reasons of some occupational disasters relying on laborers exposed in dynamic working environments out of, or without, safety facilities, the Ministry of Labor has consulted the Department of Rapid Transit System to command contracts to enhance safety management and inspections in normal days, and will keep holding random (without prior notices) inspections to punish contraventions and to remove all unsafe factors.
