In order to withdraw some disqualified private employment service institutes, and to secure employer’s and foreign workers’ rights, the Council promulgated revised articles of Regulations for Permission and Supervision of Private Employment Services Institutions, on Jan. 3rd, 2007. These stipulate that supervising institutes may hold performance evaluations for private employment service establishments and will not allow permit renewal for those establishments evaluated as class C and not practicing improvement measures. 

1. Add to the existing mechanism for an employment agency: the supervising institutes may evaluate employment agencies as Class A, B, or C, and those classified into Class C will be required to improve. They will be rejected for permit renewal or not allowed to establish branches if not practicing improvements, not being upgraded to Class B with some improvements, or refusing reevaluation. 

2. Include life management in specific employment service items: the supervising institute will specially enact some regulations to protect foreigners’ working rights in Taiwan.

3. Setting inspections for agency establishment: all agencies before being established shall notify local supervising institutes for inspection, and will be allowed to apply for establishment if it is ascertained to have fulfilled the necessary conditions.. 

4. Include professional skill tests in certified technician contests: the professionals shall be evaluated for skills as the key element to win a license (the Central Region Office holds the operations). They shall apply for license renewal with proof documents of participating in lectures within 2 years, or within 3 months before license expiration (4 years for an effective license). 

Required signatures: employers and housing workers or family nursing workers shall both sign in person on the written contract with the agency in order to prevent any disputes arising from counterfeits.
