The Ministry of Labor promotes machine safety certification to construct a high quality and safe working environment

The Ministry of Labor promotes the three-year plan for machine safety certification to 
construct a high quality and safe working environment by active measures, and includes 
a plan dealing with the major issues of occupational disaster prevention and the 
priority subsidy items as the key issue, while welcoming relevant groups to provide 
proposals for application. 
The Plan expects to enhance machine safety inspection domestic capacity with the 
estimate of input amounting up to NT 20 million dollars, with which all machine 
inspections and certifications shall be completed, and safety labels attached before 
they are sold on the market. Practice of management on the source end, associated with 
the inspection and auditing of randomly selected items, is surely helpful in 
decreasing occupational disaster occurrences and saving on insurance benefits. 
According to the statistical data of the Bureau of Labor Insurance, the insurance 
benefits realized for occupational disasters remain a large amount, although declining 
since 2000. Taking the year 2005 as an example, benefits amounted to NT 4 billion 
dollars and became a significant burden on public finances. Observing the frequent 
occurrence of occupational injury due to the significant danger faced by machine 
operators, it is necessary to face and resolve the issue. However, there is no machine 
safety certification system that can be used to set up the basic safety requirements 
for the machines used domestically, although the CE certification system has been 
practiced in the EU, and export manufacturers can produce qualified mechanical 
equipment, proving the irrational and diverse standards for import and export items. 
Some developed and industrial countries have recognized that machine safety 
qualification can secure the lives of operators, and furthermore, require liability on 
the part of manufacturers. Sales marketing, and the use of machine products without 
safety quality certification, are prohibited. As our nation is striding toward 
becoming a fully developed country, the establishment of a safety control system for 
machines is obligatory, and machine management and prevention of occupational 
disasters caused by machines need further enhancement. The Plan requires machine 
manufacturers and import agents to be liable, in order to ensure safety design and 
protection measures during design and prior-use periods, to secure operators’ safety 
and family happiness in consideration of modern trends and international status.
