The mentally and physically disabled employed in public and private sectors exhibit superior performance, ....

Some enterprises used to complain about the difficulty in hunting for talents, while neglecting alternative workers of high potential. The award granting ceremony of 2006 Golden Wing Award hosted by the Council is held today, where some award receivers attend along with their disabled employees, and 5 disabled groups present their performance programs. Minister Lee, YingYuan praises all receivers as discerning and for their extraordinary roles. 

The Golden Wing Award granted for the past consecutive 4 years has its set goal to reward public and private sectors which follow the Quota Employee System described in the Protection Act for the Disabled, to hire sufficient disabled employees (public sector 2% and private sector 1%) and engaging disabled employees for the long term, and 100 liable units (regulated by the laws) and 28 non-liable units (not regulated by the laws) received the awards this year with average employing percentage being 10% and average employment years being 8 years. 

Minister Lee co-hosts the open ceremony with representatives from the Ministry of Economic Affairs and Ministry of the Interior to initiate the spiritual axis of Spreading Golden Wings and Instigating New Energy in the Work Field, with the expectation of introducing more mentally and physically disabled who can input their concentrated, stable, and innovative contributions in the work fields through the Quota Employee System and Employment Service Measures. 

Sharing honors of Golden Wing Awards with disabled employees.

Some of 128 public and private units receiving the awards attend the ceremony along with their disabled employees for the honors shall belong to those units as well as their employees. This year, one special item in the Award is the newly added ‘Award to Distinguished Service Persons for Disabled Employee’, and 20 service staffs for disabled employees selected by Bureau of Employment and Occupational Training are commended in the Ceremony.

This year worth mentioning is that Golden Wings Opening was organized by volunteer instructor Yang, TsaiJeng and ‘Bird and Water Dance Theater’, performed by the famous physically disabled performance group, is presented in the Ceremony. The physically disabled and mini-body dwarf dancers after 3-months of intense training, vividly express the processes that they face in conquering life difficulties, thus touching the audience on the spot. 

‘Lions for Good Luck’ provided by Yu Cheng Social Welfare Foundation, is performed by mentally disabled performers under instructions of folk artists, and bringing a joyful atmosphere to the Ceremony. Taoyuan-County Spinal Cord Injury Association has its Bird of Paradise Harmonica Group to help recover heart and lung functions of cord injured patients, and group members charm all audiences with harmony and elegant music of 5 harmonicas. Young and dynamical Sunflower Dance Theater just won the gold prize in The Second-year Healthy Mind Talent Exchange and Competition for the Mentally Disabled in October, with its members from wards of Physical and Mental Rehabilitation Division of the Psychiatry Department in Taipei Veterans General Hospital to provide their hip hop dance programs to rejuvenate all participants in the Ceremony. Joyfulness Choir sings delightful songs to perfectly close the Ceremony.

Fair chances can inspire new energy 

Some enterprises may ask: What positions can be provided for those who are mentally and physically disabled? Minster Lee emphasizes that the disabled can fulfill many kinds of task missions and working abilities are unaffected although physically handicapped. Fair employment opportunities and unlimited physical conditions from enterprises may inspire their stable, concentrated, and innovative natures, so we expect more enterprises to open their doors to welcome such those with such strong working energies.
