Labor safety inspection for East-west Expressway BaLi –HsingDien Section

Since the Nation-wide 233 Project for Disaster Mitigation in the Work Place was promoted, the Ministry of Labor has taken consecutive disaster prevention measures to achieve the set goal. Today (Oct. 23rd, 2006) targeting East-west Expressway BaLi –HsingDien Section, the large-scale construction project, Permanent Deputy Minister Kuo of the Ministry of Labor invited Political Deputy Minister Yu of Ministry of Transportation and Communication, Deputy Director General Yang of the National Taiwan Expressway Engineering Bureau, and Director Lee of the Construction and Planning Agency of the Ministry of the Interior who leads 60 inspectors to realize the cross-institute labor safety inspection to support governmental disaster mitigation in work places, and to require contractors to practice safety management. On east-west Expressway BaLi –HsingDien Section, one of the significant construction projects in 2008 National Development Plan of Executive Yuan, has been completed for the Chungho section in 2003 and continues the PaLi-TaHang Brook section; it is 30 kilometers in length and involved 9 bids of contractors (ChungTsui Bridge) without any working disaster records since the commencement of construction in 2003. However, there are records of 20 work suspensions and 41 penalties with 3 million NT dollars in fines as of 2005, according to statistics of the Ministry of Labor for inspections, proving that further enhancement is required. Working disasters occurring in domestic significant transportation constructions inclines to high frequency, such as 25 deaths and 5 injuries during the Pei Yi Expressway construction, 6 deaths and 4 injuries in National Expressway #6 construction till now, and 6 deaths in the collapse of a cantilever working vehicle in Western Coastal Expressway construction. With the expectation of preventing any other disasters in east-west Expressway BaLi –HsingDien Section construction until completion in 2008, Permanent Deputy Minister Kuo of the Ministry of Labor reveals some key points specific for the mass tunnel and bridge construction with high risks, as provided below 1.Prevention of falling piers and caps 2.Apply qualified construction machinery, operation processes, and operators in hanging and installing steel bridge decks 3.Safety facilities to prevent workers, machines, and working platforms from falling down 4.Facilities to prevent gas dug out, abnormal water leaking, hypoxia, and ground collapsing inside the tunnel 5.Facilities of circuit breakers and of insulation destruction prevention in the work place. 6.Main contractors shall implement security managements and immediate improvements to counter for any drawbacks found during on-site inspection round Permanent Deputy Minister Kuo of the Ministry of Labor stresses the concept of life being invaluable to remind construction units not to neglect safety to rush work, and to require the Ministry of Labor to cooperate with relevant ministries under the Executive Yuan and local governments for all disaster mitigation projects, and to focus on inspections of large-scale public constructions experiencing higher frequencies of disaster. Only penalties for illegal actions and taking active measures to remove unsafe factors in the work environment can create a world of ‘safe work and joyful labor’. |
