The Quota Employment System proves achievements made during past 16 years, and new potential workers...

Some enterprises may complain about how hard it is to find talents, but neglected alternative high-potential workers. According to data released by the Council in the press meeting for Year 1006 Golden Wing Award Receiver to Employ Mental and Physical Disabled Labors today (Oct. 19th, 2006), 93% of public and private institutes employing mentally and physically disabled laborers for long term, express content with those workers, satisfaction with working performance and working attitude up to 97%, proving those disabled as medium or high-quality workers. 

The Golden Wing Award granting hosted by the Council of Labor Affairs has its set goal to reward public and private sectors which follow the Quota Employee System described in the Protection Act for the Disabled to hire sufficient numbers of disabled employees (public sector 2% and private sector 1%) for long term, and 100 liability units (regulated by the laws) and 28 non-liability units (not regulated by the laws) receive awards this year with average employing percentage as 10% and average employment years being 8 years. 

The mentally and physically disabled employed by private and public enterprises exhibit superior performance

To explore performances of those disabled in their jobs, the Council held a questionnaire investigation for 128 award receivers and required them to give scores for working performance, working attitude, learning attitude, and working capability. The results showed that satisfaction with working performance and working attitude totaled 97%, while learning attitude and working capability achieved 89% This was a shot in the arm for the Council devoted to employment of the physically and mentally disabled. 

Minister Lee, YingYuan states that working capability of the mentally and physically disabled has been gradually recognized by public and private businesses since the Quota Employment System was implemented in 1990. As of June 2006, 34,145 disabled people shall be employed according to laws, and the real number has approached 46,897, 137% of legal designated number, proving that many public and private units have shifted from passive acceptance to active, over-quota, and long-term employment. 

Apart from actual employees exceeding the legal designated number, the percentage for the liable units not employing sufficient disabled employees as regulated by the laws has been declining, from 46.5% in 1991 to 11% in June of 2006, showing significant aid on handling employment of the disabled. The results of questionnaire inspections this year reveal that the mentally and physically disabled have high quality performance.

In fact, the reward receivers cover a variety of industrial types, proving the wide variety of businesses for which the mentally and physically disabled can work. In addition to traditional manufacturing and cleaning companies, internet services (Lhouse Co. Ltd.), IT businesses (Terrace Tech. Co. Ltd. and DyNaComware Co. Ltd.), and outdoor recreational equipment company (Atunas Outdoor Activity Product Co. Ltd.) participate in the employment of the disabled, with positions ranging from traditional factory workers and cleaning workers to engineers, information maintenance, website design, marketing and planning, and even high-level supervisors, such as factory directors and vice presidents. Just like the spiritual axis of Golden Wings Opening and Initiating new powers in working field, the Award symbolizes that the disabled can fly with the golden wings of their talents and apply their natures to exhibit extraordinary powers. The ones unleashing the powers are those public and private businesses that are willing to provide job opportunities and those employment service staffs helping to introduce the disabled.
