(I) Enhancing the performance of employment services

Strengthening employment services
On-site recruiting activities are held at employment service locations. Employment service personnel actively seek out job openings, and use the database of unemployed workers on the TaiwanJobs website to provide better employment matching services. Furthermore, information on recruiting and vocational training has been provided on the touch screen platforms in convenience stores starting on May 19th, 2010, extending the reach of employment services. Also, to provide applicants of unemployment benefits with better employment matching services, "One-stop Service for Unemployed Workers" was implemented on a trial basis in 2009. Dedicated personnel provide in-depth employment consultation to each applicant of unemployment benefits, helping them formulate employment plans and utilize various tools to find employment. This one-stop service was fully implemented in the employment service locations of Ministry of Labor on November 1st, 2012, providing unemployed workers with appointment-based customized one-stop services by fixed personnel, so that they may find suitable, stable employment.

(II) Providing employment assistance

  1. "Employment incentives for industries with labor shortage" was implemented on August 1st, 2011. Workers who are unemployed for 30 consecutive days or above or were involuntarily terminated, are willing to work in industries with special processes or working hours, or Long-term Care Institutions,and were employed in such industries for 30 consecutive days or above will receive a monthly incentive of NT$5,000 for the first six months and NT$6,000 for the following six months, and NT$7,000 after the twelfth month . This incentive is limited to 18 months with a total of NT$108,000 per worker.

  2. "Cross-boundary employment allowance" was announced and implemented on October 18th, 2013: This allowance is offered to increase opportunities for unemployed workers to find employment in other areas and reduce the barriers to their employment caused by distance. It encourages cross-boundary employment and helps unemployed workers with low intention to seek employment in other areas to rapidly find work.
    (1) Relocation allowance: When unemployed workers are required to relocate due to finding work in other areas, live in the new location where they relocated, and comply with related regulations, a relocation allowance will be granted for moving or sending expenses (does not include expenses of packaging workers and packaging materials). Limited to NT$30,000 per worker each time (based on the actual expense).
    (2) Tenancy allowance: When unemployed workers are required to rent a house due to finding work in other areas, live in the new location where they relocated, and comply with related regulations, a tenancy allowance will be granted during the term of their employment starting from the date the tenancy agreement takes effect. The tenancy allowance shall be 60% of the rent based on the tenancy agreement, but is limited to NT$5,000 per month and 12 months per worker.
    (3) Transportation allowance: When unemployed workers need long commutes due to finding work in other areas and comply with related regulations, a transportation allowance will be granted during the term of their employment. The transportation allowance shall be NT$1,000 per month when the place of employment is 30 km and above but less than 50 km from the worker's place of residence; NT$2,000 per month when the place of employment is 50 km and above but less than 70 km from the worker's place of residence; NT$3,000 per month when the place of employment is 70 km and above from the worker's place of residence; transportation allowance is limited to 12 months per worker.
