Under the guidance of policies from the Ministry of Labor, the Workforce Development Agency aims to promote the stable employment of citizens, and vocational training courses that it organizes not only gives consideration to social aspects and economic development requirements, but also to workforce development. Under the strategy of workforce development, upgrade, and deployment, the agency operates based on a unified service system and localized service contents, and constructs a robust service network.
The Workforce Development Agency adopts diverse approaches to implementing employment-oriented vocational training, career change, or second specialty training, and strengthens the logistics functions of public vocational training institutions. It brings together public and private operated training units of local governments to establish a solid training institution system. It also properly utilizes training resources and work opportunities of business entities, encourages enterprises to upgrade their human capital, and form learning organizations. The agency also provides diverse learning channels and guides workers to enhance their competencies through self-regulated learning, so that they meet the labor market's requirements.
- Vocational Training Measures for Unemployed Workers
Employment-oriented vocational training measures for unemployed workers with insufficient work skills are planned and implemented using public and private resources. The Workforce Development Agency has adopted three approaches to implementing these training measures, including organizing training courses itself, commissioning other training institutions, and providing allowances and subsidies. These training measures enhance the practical skills of workers, and aid them in finding employment and having a stable life. - On-the-job Training Measures for Employed Workers
To enhance the work skills of employed workers and support industrial development, the Workforce Development Agency offers diverse practical training courses together with private training institutions. These courses help workers to enhance their competencies through self-regulated learning and meet the labor market's requirements. Furthermore, the agency also encourages enterprises to organize on-the-job training for its employees and upgrade their human capital, forming learning organizations with better productivity, service quality, and competitiveness. - Vocational Training Measures for Youth
In order to help youth in Taiwan to find employment due to the gap between education and practice, myths of the employment market, insufficient enthusiasm at work, and insufficient work experience. The agency pools learning resources of industry, academia, and training institutions to strengthen the employment ability of youth and foster a positive professional spirit. Based on different development requirements and characteristics of youth at school and after, the agency implements various vocational training programs for youth, including the Dual System of Vocational Training Project in Taiwan, Subsidy Program for Universities and Colleges Implementing Employment Courses, Industry-Academy-Training Center Co-op Program, Youth's Employment Ultimate Plan, and Mentoring Training Project.
