The CLA have undertaken the withdrawal of operations at the Hualien Voluntary Service Organization.

Regarding the recent report on page A4 of the Apple Daily on the 8th of January, in which it was claimed that the Huanlien Voluntary Service Organization have employed personnel to participate in unscheduled tasks while conducting the Council of Labor Affairs’ ‘Diverse Employment Promotion Program’, the Council have responded as follows:
The Council’s aim of setting up the ‘Diverse Employment Promotion Program’ is to promote employment with the cooperation of the government and local organizations. The task includes setting up short term employment counselling to encourage the unemployed to participate in activities run by local organizations in the hope of re-building their confidence, extending their skills for employment and relieving stress in their everyday life.
To make sure that the entrusted organizations have carried out the tasks according to the plan, the Council of Labor Affairs have drawn up ‘Diverse Employmenr Promotion Program – Notes for Management Inspection and Evaluation’ in which a regulation, ‘Public employment service organizations should visit every employing organization at least once a month’, is listed. The Council would also assign inspectors to carry out random inspection. In 2005 the Council have carried out 5,972 inspections, in which withdrawal or termination of operation occurred in 11 cases. As for organizations which were unable to conduct the plans, the number of persons allowed was also partially written off to ensure the employees could start to work according to regulations. The Employment Service Hualian Division immediately sent out inspectors to examine the organization upon receiving the report on the 26th of July 2005. Considering the fact that the organization was still on probation (it has only been conducting the task for a month), the need to look after the elderly and no employment opportunity has been reduced, the Council advised the organization to propose plans for improvement and instructed the Hualian Employment Service Center to inspect the organization strictly every month. In late December the Council also received complains from the public, reporting that the Hualien Voluntary Service Organization did not carry out the tasks according to regulations. Meanwhile the Council also confirmed this report when carrying out telephone inspection. The Council immediately requested the Employment Service Center of Taipei, Keelung, Yilan, Hualien, Kinmen and Matsu to investigate further. The investigation determined that the above organization did violate the regulation in which the employing organization did not employ the unemployed according to the regulation and carried out unscheduled tasks. As a result, the Council are in the administrative process of terminating the operation and reclaiming the funding which was misused for illegitimate employment welfare allowance. The Council will also start the legal procedures to charge those who have violated the law.
Furthermore, the Council of Labor Affairs will also begin investigation to determine if inspectors of the Employment Service Center of Taipei, Keelung, Yilan, Hualien, Kinmen and Matsu did not properly carry out their duties. If any misconduct is confirmed, the Council will also trace responsibilities. From now on the Council will continue to request all employment service centers to properly carry out inspection to ensure the success of the employment promotion program. Any employee who has become redundant due to the termination of this operation has also received first hand assistance from the Hualian Employment Service Center to find employment.
