There shall be more concern for prevention of disasters in restricted spaces.

Last year, disasters in limited spaces caused 12 deaths and 11 injuries, 3 more deaths than in 2005. 3 consecutive accidents happened last September and October with 2 deaths and 4 injuries caused by inhaling anaerobic air, sulphurated hydrogen gas, or toluene when working at cleaning, repairing, or water proofing structures in drainage pipes. During these days starting a new year, the Ministry of Labor would like to remind all workers to pay more attention to the ‘invisible danger’ during yearly maintenance routines. 

According to the Ministry of Labor, limited internal spaces such as a drainage pipe, hohlraum, boiler, man hole, or cabin without natural ventilation, can produce anaerobic and poisoning disasters, as asserted by both employers and labors. Based on statistical data, accidents in restricted spaces has caused 57 deaths and 30 injuries between 2002 and 2006, with an average of 12 deaths per year. 55% of these were caused by anaerobic and poisoning effects, proving prevention of similar disasters cannot be neglected. 

The Ministry of Labor points out that the key element to avoid anaerobic and poisoning accidents in restricted spaces is maintaining ventilation and preventing the accumulation of toxic air. Following a ventilation process, measuring oxygen and hazardous air and ensuring safe conditions shall be completed. On-site monitoring staff shall be ready for any immediate treatment and necessary contacts under emergency conditions. Abandoning a machine or pump with an oil engine generator can consume oxygen by its operation, and cause poisoning by toxic carbon monoxide gas due to incomplete combustion of oils. 

The Ministry of Labor states that anaerobic and poisoning effects in restricted spaces are invisible dangers.. Rescues without proper protection caused 30% of deaths and 70% of injuries.Therefore, the Ministry of Labor emphasizes that lack of safe protection equipment or secured ventilation in rescues during similar accidents may produce more serious damage. 

The Ministry of Labor reemphasizes that busy operations usually start during the new year’s beginning. Due to temporary high levels of working during this time, with frequent workplace utilization, and the entering of workers, machines, and equipment, there appears to be a relatively high risk of accidents at this time. Yearly maintenance of petrochemical and chemical factories. gas packaging, rush-work of construction establishments, factory and roof maintenance, hanging of signboard advertisements, and exterior cleaning of buildings, are risks, in addition to working in restricted spaces. Laborer’s attention to work safety, and employers’ enhancement of safety management, such as out-contracting works, shall be realized as a management responsibility in order to prevent - accidents. 

While everyone holds leisurely and enthusiastic attitudes to the coming Chinese new year, the Ministry of Labor expects all industries to take better care of laborers’ and working partners’ safety. They are not to relax safety management and occupational disaster prevention, in order to bring a joyful new year for laborers’ families.
