Overall Inspection for MRT Sinjhuang Line Construction

There has been 3 significant occupational disasters occurring in MRT Sinjhuang Line construction, with 3 deaths (among 2 caused within a half year) since the work commenced in 2003. In order to prevent disasters from happening, Director Lin, JenJi of Department of Labor Inspection co-hosted the inspections of labor safety and health with Commissioner Chang, ChiTe of the Department of Rapid Transit System of the Taipei City Government, Director Hsei, YenWen of North Labor Inspection Institute, Ministry of Labor, and Director Tsai, TengPen of the Labor Standards Inspection Office Taipei City Government, to lead 40 inspectors and construction supervising colleagues of the Department of Rapid Transit System for all 8 civil work bid sections and 1 electromechanical bid section of the Line yesterday (Oct. 18th, 2006).
Through the inspection, the government shows its determination to mitigate occupational disasters and requires contractors to realize safety management to expect 0 significant disasters and smooth completion of the construction. 

Underground constructions, mainly include shield tunnels and underground stations; inspections are applied to the whole line of 19.7 kilometers with specially high risks, and emphasizing the following key points: 
1.Measures to prevent flammable gas dug out by the shield machine, abnormal water leaking, hypoxia, and ground falling. 
2.Facilities and standard procedures to prevent being rolled up and gripped during working and dismantling of the shield machine
3.Safety facilities to prevent workers, machines, and working platforms from falling down
4.Applying qualified construction machine, operation processes, and operators in hanging and installing steel bridge ducks
5.Facilities of circuit breakers and of insulation destruction prevention in working place.
6.Main contractors shall implement security managements and immediate improvements for any drawbacks found during on-site inspection rounds. 

Director Lin, JenJi of Department of Labor Inspection states that deaths in significant occupation disasters in construction share 50% of total deaths in all industries, with 50% occurring in public works. The Ministry of Labor, since the beginning of 2006, has promoted the Nation-wide 233 Project for Disaster Mitigation in the Work Place, considering public works as the major target for decreasing disasters, and will keep enhancing cooperation with the Public Construction Commission, relevant ministries, and local governments on disaster mitigation programs for public works, and focusing on large-scale public works with higher risks of accident occurring to conduct cooperative auditing and inspection with industry supervising institutes. The removal of unsafe factors in work environment provides safe working places for workers, with punishing contraventions based on regulations to supervise contracts on improving safety managements in work places.
