 With the economic development and social progress, the work and play of the day have gradually changed. It has become a global trend for legislation of the labor laws to shorten the legal working hours and make the working hours more flexible in response to the progress in manufacturing technologies and emphasis on leisure activities. In Taiwan, the maximum legal working hours have been shortened from the original 48 hours per week to 84 hours per 2 weeks starting from January 1, 2001.The maximum legal working hours have been shortened from the original 84 hours per 2 weeks to 40 hours per a week starting from January 1, 2016 to cope with the global trend and the need of the society.

 In order to make the working hours more flexible, the amendment to flexible working hours was announced on December 25, 2002 in which the regulations of "2-week transformed working hours"and "4-week transformed working hours " were modified and regulation of "8-week flexible working hours" was added. The regulations simplify the regulations on elements, procedures, and hours of prolonged working hours.The regulation of "4-week transformed working hours"also loosen limitation on night shifts for female workers.
