Occupational accidents not only cause pain and suffering to the worker involved, but also affects a family's livelihood, and may even tear a family apart. Compensation after an accident may temporarily help and comfort the worker or family members, but no amount of compensation and regret will bring a worker back to life or return the worker to health. Therefore, the protection of workers' safety and health is a symbol that a nation values- basic human rights, and has been always been a focal point of government administration. The labor force population in Taiwan only accounts for roughly 48% of the total population. Under the trends of low birth rates and ageing population, providing occupational safety and health to workers, as well as helping workers with disabilities from occupational accidents to return to the workplace will become important factors to national competitiveness.
Occupational accident prevention and rehabilitation for workers with occupational injuries are matters that concern labor safety and health, as well as their return to the workplace. Its policies and implementation are consistent throughout the nation and involve different fields of expertise. Success can only be achieved through the creation of a high quality work environment, retention of specialized talents, and team work. Therefore, the Ministry of Labor established the "Occupational Safety and Health Administration(OSHA)" based on considerations of protecting basic human rights, safeguarding safe and healthy workforce, preventing industry losses, and positioning labor inspections. The OSHA is responsible for overall policy planning and implementing matters relating to occupational safety and health, labor inspections and supervision, occupational health, occupational diseases prevention, and rehabilitation of workers with occupational accidents.
